SECURITY ACCESS SYSTEMS
Security Access Systems are an integral component of district operations that support our teaching and learning mission. All Security Access Systems, including Security Access Systems Equipment, are regulated in accordance with security access levels below, as administered in strict compliance with the performance of assigned duties. Staff, partnership entities, and/or other agency personnel provided with security access and associated Security Access Systems Equipment are strictly prohibited from unauthorized use, distribution, or dissemination of the provided security access and Security Access Systems Equipment. In the case of staff (district personnel), unauthorized use, distribution, or dissemination of security access and Security Access Systems Equipment may result in discipline up to and including termination. Appropriate Security Access Systems records shall be maintained for all Security Access Systems Equipment provided to staff, partnership entities, and/or other agency personnel.

Confined security access and of limited duration to District property and buildings and only as authorized by the Office of the Director of Security. |
Level 4: MINIMUM |
Extremely confined security access and of extremely limited duration to District property and buildings and only as authorized by the Office of the Director of Security. |
By accepting any grant of Security Access Systems and associated Security Access Systems Equipment, the recipient acknowledges and accepts full responsibility for complying with the following:
- Security Access Systems Equipment: Keys
- Assignment:
Key assignment and issuance occurs in conjunction with an assignment request submitted to the Office of the Director of Security. The Office of the Director of Security must approve or otherwise authorize the assignment of keys in accordance with Security Access Systems access levels as identified in the above table. The Office of the Director of Security shall maintain a record of all key assignments. Once keys are authorized by the Office of the Director of Security to be issued, building administrators are responsible for the proper management and use of keys assigned within their buildings. Building administrators shall maintain records of permanent and temporary key assignments within their buildings.
- Lost, Stolen, and/or Misplaced Keys:
- Staff, partnership entities, and/or other agency personnel assigned keys or checking out temporary-use keys in accordance with the Security Access Systems table above, may be required to reimburse the district any actual costs associated with the replacement of each lost, stolen, and/or misplaced key; actual costs may include but are not limited to, key replacement, core replacement, and any rekeying of the building(s) as necessary.
- Staff may be subject to discipline as appropriate for lost, stolen, and/or misplaced keys, up to and including termination.
- Partnership entities other agency personnel may face access restriction, up to and including losing their ability to have continued access to District facilities as appropriate for lost, stolen, and/or misplaced keys.
- Requests for Additional Keys and/or Requests for a Change in Security Access Level:
Requests for additional keys and/or Requests for a change in security access level must be made in writing to the Office of the Director of Security. Requests for additional keys and/or requests for a change in security access level at specific building sites must be made in writing by building administrators or their building office coordinators serving as the building administrator’s designee. Written requests for additional keys and/or requests for a change in security access level at specific building sites must include the following:- The key number/serial number
- The key assignment room number
- The name and security access level of the individual/entity for which the key request is being made
- The number of keys being requested
- The reason for the request
Where a submitted request includes a request for a building master key, the request for a building master key must include the building administrator’s pre-authorization. This pre-authorization includes a written justification from the building administrator regarding the need and to whom the building master key will be assigned. The Office of the Director of Security will not consider requests for a building master key and/or requests for a change in security access level at specific building sites from other staff, partnership entities, and/or other agency personnel.
- Returning of keys:
Upon separation, change of access level, or conclusion of agreed upon work, Security Access Systems Equipment must be returned to the building site issuer or building administrator, and must be accompanied with a written acknowledgement of return. Failure to return the Security Access Systems Equipment may result in the assessment and collection of actual costs in accordance with subsection b. above.
- Temporary Use Keys:
Temporary use keys are specifically designed and administered by building administration upon approval from the Office of the Director of Security, to provide guest/substitute personnel on limited assignment, with confined security access of an extremely limited duration, security access to facilitate the obligations of the limited assignment. Upon completion of the limited assignment, any provided Security Access Systems Equipment must be returned to the building site issuer or building administrator, and must be accompanied with a written acknowledgement of return. Failure to return any provided Security Access Systems Equipment may result in the assessment and collection of actual costs in accordance with subsection b. above.
- Padlocks:
Under no circumstances will staff, partnerships, and other agency personnel install personal locks or other security devices on any district property.
- Assignment:
- Additional Security Access Equipment
Additional security access equipment is critical to efficient security access systems. They may include key FOBS, access cards, Trilogy locks, and other security options. Additional security access equipment procedures are administered as prescribed in the section Security Access Systems Equipment: Keys above.
