Committee on Displacement to meet Nov. 10

A joint committee of administration and teachers union appointees will begin work Thursday, Nov. 10, to develop rules and criteria that will govern how teachers are transferred to new jobs with Tacoma Public Schools.

The nine-member Committee on Displacement will meet from 9 a.m. to 3 p.m. at Foss High School, 2112 S. Tyler St., Room 612. All meetings of the committee are open to the public. 
 
During negotiations this summer on a new three-year collective bargaining agreement for teachers, the district and Tacoma Education Association agreed to set up the joint committee to develop the displacement and transfer criteria. The agreement calls for the committee to complete its work by May, so the criteria it develops can be used to determine teacher assignments for the 2012-2013 school year.
 
In addition to four members from the administration and four members from TEA, the collective bargaining agreement called for appointing a ninth member jointly. Deputy Superintendent Carla Santorno and TEA President Andy Coons, who will co-chair the committee, jointly appointed Jeanne Harmon, executive director of the Tacoma-based Center for Strengthening the Teaching Profession (CSTP).
 
Harmon has served as executive director of CSTP since its inception in 2003. Prior to that role, she directed the Washington Initiative for National Board Certification, a public-private partnership headquartered at the state Office of Superintendent of Public Instruction. Jeanne taught in elementary and middle schools at Central Kitsap School District and directed technology and professional development efforts there until 1995. Between 1996 and 2001, she coordinated technical assistance to a network of schools committed to math and science reform.
 
The committee members appointed by TEA are Derryl Finney, a math teacher at Foss High School; John Prosser, humanities teacher at Giaudrone Middle School; and Ann Welton, librarian at Stafford Elementary School.
 
The committee members appointed by the administration are Toni Pace, interim assistant superintendent for K-12 support; Scott Rich, principal at McCarver Elementary School; and Tracy Allen, assistant principal at Baker Middle School.
