At its Nov. 13 meeting and study session, the board approved an agreement between the Tacoma School District No. 10 and the Safe Streets Campaign for the Youth Leading Change program and Safe Routes program from July 1, 2008, to through June 30, 2009. Two topics were covered during the study session: district middle schools and improving participation of MWBE and HUBs in capital projects.
Middle school study session
To get a better idea of what is happening in middle schools across the district, the board questioned panels of students, parents, staff members and administrators about their experiences with middle schools, programs, transitions, challenges and interventions.
The board will continue looking at district middle schools and programs in future study sessions.
MWBE/HUBs study session
During a study session on the initiatives to improve participation of Minority and Women-Owned Businesses (MWBE) and Historically Underutilized Businesses (HUBs) in the district’s capital projects, the superintendent recommended three options:

Participate in or replicate the training provided by the Seattle School District, Sound Transit, etc., for MWBE/HUBs

Implement job order contracting

Require general contractors to either be ready to award a percentage of subcontract work to HUBs or demonstrate that subcontract bids from HUBs were not competitive.
The board will continue its discussion of using MWBE/HUBs at a further date.
